What you build alone costs you twice as much.
What you build together becomes a standard.
Reduce costs
Every common data space component and every validated ODRL policies are a resource you don't have to rebuild. Prometheus-X pools investment across 20+ organisations, so each actor contributes a fraction and accesses the full stack.
Accelerate deployment
Data spaces using Prometheus-X components reach production 6 to 18 months faster. Standards are already implemented. Cross-data space tests are already done. You start from a certified baseline, not from scratch.
Shape the standards
Prometheus-X is an official Data Space Support Center expert, active in Data Space Interoperability Framework (DSIF) and Gaia-X working groups. Your contributions feed directly into the regulatory and technical frameworks governing European data exchanges for the decade ahead.
What a data space builds for its own sector becomes infrastructure available to every other sector. That is the economics of the commons applied to European data.
Prometheus-X founding principles
Three ways to contribute. One ecosystem that benefits from all three.
Axis 1 | Policy & Legal Commons
ODRL Registry · Rulebook · Contract Manager
Machine-readable governance rules, validated by legal experts, reusable across all sectors. Stop re-inventing compliance from scratch for every new exchange or partner.
You gain:
- Access to a library of pre-validated, legally sound policies
- Automated contract negotiation — days to minutes
- GDPR / Data Act / DSA compliance built in by default
Axis 2 | Core Data Space Components
Catalogue · Contract · Connector · Consent · Identity · Orchestrator
The open source components you need to build and operate a data space: discover services and datasets, negotiate and execute contracts, connect with partners, manage user consent and identity. Because they are shared and co-governed, interoperability with other data spaces comes for free.
You gain:
- Everything you need to run a data space, production-ready
- 6 to 18 months of deployment time saved vs. building from scratch
- Natural interoperability — shared components = no custom integration
Axis 3 | Advanced Building Block
Anonymisation · Trusted AI · Semantics · Federated analytics
The innovation layer: advanced capabilities co-developed by the community, available to every data space as soon as they join PTX. High R&D value at a fraction of solo investment.
You gain:
- Everything you need to run a data space, production-ready
- 6 to 18 months of deployment time saved vs. building from scratch
- Natural interoperability — shared components = no custom integration
Real projects. Shared results.

Education and Skills
Enabling the purchase of AI services within a certified data space
DS4SKILLS — the Common European Data Space for Skills — is extending the Prometheus-X contract component model to allow organisations (employers, training operators, public agencies) to purchase AI services directly within a certified data space. This work builds on the Prometheus-X shared contract manager and service chain orchestrator to lay the contractual and technical foundations for a sovereign, interoperable AI services marketplace.
What this changes for the ecosystem:
- A validated “AI service” contract model, available to every Prometheus-X data space across all sectors
- The contractual expertise built in education and skills becomes directly reusable in health, HR, and finance
- Governance and business model mandate carried by Prometheus-X
Legal and IP
Building ODRL policies for intellectual property governance
The Legal Data Space contributes to Prometheus-X Axis 1 by developing ODRL policies specifically designed to govern intellectual property rights in data sharing contexts. Drawing from complex legal frameworks, machine-readable policies are generated, validated, and contributed to the Prometheus-X registry — where they become reusable by any data space facing the same rights management challenges.
What this changes for the ecosystem:
- Legally validated IP policies published in open source and available to every Prometheus-X member
- Institutional positioning at the heart of European data governance
- Each contributed policy becomes a durable artefact that distributes legal expertise at scale
Media and Information
Catalogue interoperability and usage policies for protected data (fact-checking)
AFP, representing the TEMS data space within the Prometheus-X ecosystem, is working simultaneously on two challenges: enabling interoperability between data catalogues across different data spaces using Prometheus-X’s shared catalogue component, and establishing usage policies tailored to protected data — notably in the context of journalistic fact-checking and content verification. This project shows how highly specific business constraints (copyright, restricted usage, auditability) can be expressed as reusable machine-readable policies.
What this changes for the ecosystem:
- A governance model for restricted-rights data, reusable in media, health, legal, and any rights-sensitive sector
- Catalogue interoperability tested in real conditions between distinct data spaces
- Convergence with Data Act requirements on portability and access rights
FR National Education
Protecting pedagogical content and building commons for sensitive data via generative AI
OpenEdIAG — including academies from the French Ministry of National Education — addresses a dual challenge: the protection of pedagogical content in generative AI usage contexts, and the establishment of commons enabling sensitive data (student data, copyrighted content, behavioural data) to be processed by GenAI models within a trusted framework. This project explores the intersection of copyright, GDPR, and the EU AI Act in the education sector.
What this changes for the ecosystem:
- A GenAI-on-sensitive-data governance framework, directly portable to health and legal sectors
- ODRL policies for the protection of copyrighted pedagogical content
- A public–private demonstrator at national scale, with Ministry academies as first deployers
Health and Personal Data
A shared protocol for personal health data management at European scale
Health Data Trust, Data4Health (NTT Data), Athumi, and Visions are working jointly to establish a shared protocol and standard for personal health data management in data spaces. The project aims to align consent models, decentralised identity architectures, and personal data flows across different systems — leveraging the Prometheus-X shared consent manager and identity components — within a framework compliant with the EHDS (European Health Data Space) and GDPR.
What this changes for the ecosystem:
- An interoperable consent management protocol between European health data actors — built on the shared Prometheus-X Consent Manager component
- A consent + identity reference implementation available in the Prometheus-X component library, reusable by any data space
- A standard that extends beyond health: directly applicable to education, HR, and any data space handling personal data
European data standards are being written right now.
Empowering teachers and learners through shared evaluation of educational resources
In a world overflowing with learning content, finding reliable and impactful educational materials can be overwhelming. Open Education Reviews offers a community-driven platform where teachers, trainers, and lifelong learners discover, evaluate, and share reviews of learning resources—from videos and courses to articles and tools—helping peers make smarter choices. By transforming scattered opinions into trusted, high-quality review data, it makes the search for meaningful learning resources easier, more collaborative, and more effective for educators everywhere.
