Call for Proposals: Pioneering data space use cases
Prometheus-X calls for innovative proposals to advance data space use cases.
What we are looking for
We are looking for proposals that contribute to the development of data space use cases—specific, secure and human-centric environments for the data space, where different organisations (data providers and consumers) exchange and use data to create economic, societal or environmental value and achieve clearly defined goals. We welcome contributions in our current focus areas and beyond:
Existing use case scenarios
- Distributed Learning Analytics for Personalised Education
- Personalised Skills Matching
- Decentralised Skill Analytics and Forecasting
- Mutualised Data to Train AIs
- Seamless User Experience for Tourism
We also encourage proposals in other sectors
Proposals with the following criteria will be prioritized:
Incorporation of a Large Language Model (LLM) provider
Effective use of Generative AI
Collaboration between public and private stakeholders
Clear capacity for real-world testing and deployment
We will prioritize proposals that provide the most impact and capacity to continue.
Total Available Budget: 260 000 €
Please note that this project is 50% co-funded by the European Commission. The total amount indicated is taking into account 100% of the total expenses and for 1 up to 3 use cases. This means that if a use case has a 100 k budget, 50k will have to be financed by the use case partners, the remaining 50% will be EU funded. The proposals will be submitted to the EC for approval.
How to apply
Applicants must apply as a consortium, as successful proposals require a combination of key roles:
- A use case leader (main applicant)
- Service providers (data consumers selected from the existing PTX catalogue or new partners)
- Data providers (selected from the existing PTX catalogue or new partners)
The proposed budget must ensure comprehensive coverage of all consortium roles.

Each submission should include the following details:
Use case title
Lead organisation contact
Please provide name, surname, email address and at least one phone number.
Use case description, value, and goals
Please provide a short paragraph describing your use case at a high-level, focusing on the general objectives you are aiming to achieve. Describe precisely the added-value of your project. Describe the precise goals and ambitions. Include assumptions against the listed specific goals (e.g., assumptions are that by providing better and precise learning traces data sharing, it will reduce / augment xxx).

Please list here the type of data your use case requires. Please make sure to be as precise as possible. Please include the name of pre-selected data providers (the organisations providing data to your use case) as well as, for each of them, the type of data they will provide in the use case.
Service providers (=data consumers)
Please list here the type of service your use case requires. Please make sure to be as precise as possible. Please include the name of pre-selected service providers (organisations providing service to your use case) as well as the type of service they will provide in the use case.
Use case functionalities
Please list here the main functionalities of your use case.
Draft KPIs (Quantifiable Success Metrics)
Please list here draft KPIs for your use case (that can be measured within the project’s duration).
Timeline
Please include a precise timeline taking into account the project duration (end in December 2026).
Budget requested
Please consider that UCLs’ role is to coordinate the participants under their use case, organise regular follow-up meetings with them, attend to specific meetings with other project’s partners, coordinate the work under their use case, moderate the workshops with the participants and other coordination activities. The realistic amount allocated to this role should therefore include these aspects. For service and data providers, their share should reflect their participation in the use case taking into consideration the projects’ requirements (attendance to specific meetings organised by UCLs, attendance to general meetings under the project such as plenaries, etc.)
