Bridging Organizational Skill Gaps with Data-Driven Insight

Many organizations today face a growing challenge: understanding which skills their teams already possess and which they will need to thrive in the future. Without clear insight, it becomes difficult to plan training, recruit effectively, or stay competitive in rapidly changing markets. 

To address this within the EDGE-Skills project, the partners of Prometheus-X – Scheer IMC, MindMatcher, Headai, Schülerkarriere and Rejustify – have developed a prototype for organizational-level skills gap analysis. The system combines the imc Learning Suite (Learning Management System) with AI-based services to provide companies with a powerful, decentralized way to analyze and forecast workforce skills. By integrating internal learning data with external labor-market information, it helps organizations assess their current talent pool and identify the critical skills they will need to build for the future. 

Different data providers and AI services are connected within a secure, trusted data space, supported by a set of interoperable core building blocks that ensure data exchange is reliable, transparent, and compliant. The core building blocks ensure secure, consent-based data sharing and uphold compliance and trust. The Data Value Chain Tracker provides end-to-end traceability of skills data, promoting transparency and accountability. Meanwhile, the Contract Agent matches job positions with relevant providers within the Catalog, while safeguarding compliance, and Distributed Data Visualization delivers real-time dashboards highlighting frameworks, gaps, and recommendations. 

Together, these components create a robust, ethical framework for data-driven workforce planning. They enable organizations to move beyond guesswork and making smarter, evidence-based decisions about training, recruitment, and development. By turning occupational data into actionable insight, the project helps companies and institutions build agility, close emerging skill gaps, and strengthen their competitiveness in an evolving global economy.

About the Building Blocks 

Prometheus-X’s “Building Blocks” are open-source, modular components designed to facilitate the creation of secure, interoperable, and human-centric data spaces. These building blocks support both personal and non-personal data management, aligning with European data strategies and regulations such as GDPR.

The Data Value Chain Tracker is a system that transparently records who contributed what data and how it was used, then allocates digital incentives accordingly to ensure fair compensation and traceability. 

The Contract building block automates the creation, negotiation, and enforcement of standardized data-sharing agreements—ensuring that access rules, governance policies, and obligations are embedded and enforceable in data ecosystems. 

The Catalog building block acts as a central registry for datasets and services, allowing organizations to search, register, and manage those resources. It also exposes an API interface and embeds governance features (like identity verification, access rights, and terms-of-use management) so that users can discover data, see usage conditions, and initiate contracting processes seamlessly.

The Distributed Data Visualization (DDV) building block is a reusable, cross-platform component that translates and renders analytics, predictions, or recommendations into visual user interfaces—while preserving data provenance, privacy, and interoperability.
