How the Data Value Chain Tracker Is Shaping the Future of Trusted Data Exchange
To understand the Data Value Chain Tracker (DVCT), imagine it as a parcel tracking system—but for your data. In the same way a delivery app shows you when and where your package travels, the DVCT provides a clear, real-time overview of how your data is used, where it goes, who interacts with it, and what value it generates along the way. This transparency is essential for building confidence in data sharing, especially in sensitive domains such as education and employment.
More than just tracking, the DVCT introduces a structured way to attribute value to data usage. It brings visibility not only to the movement of data, but also to its impact—allowing both individuals and organizations to better understand how their data contributes to broader services and outcomes.
Supporting Education and Workforce Innovation
In education and training contexts, the DVCT plays a critical role in making data-driven impact visible. For learners, it shows how their achievements are being reused—whether in job matching algorithms, skills passports, or personalized learning services. For educational institutions and training providers, the Tracker helps justify funding by clearly illustrating how their programs generate downstream value. And for employers or job platforms, the DVCT improves transparency around the role of credential data in recruitment and workforce planning.
The ability to demonstrate the real-world use and value of data contributes directly to the broader vision of Prometheus-X: to support lifelong learning, enable better skills matching, and empower individuals with greater agency over their data.
From Concept to Implementation
While the DVCT is still in its pilot phase, it is already being tested in several use cases. These include EU-funded projects, as well as sandbox environments that experiment with data exchange between training providers, digital wallets, and occupational data services.

A visual dashboard is now available, offering users a clear view of where and how their data is used. Alongside this, a set of value attribution indicators—such as point systems—has been developed to help participants measure the value they generate through data contributions. In future iterations, the Tracker will also integrate with other Prometheus-X building blocks, such as the Data Veracity Assurance module, and will support direct connections with digital wallets for end-to-end trust.
Practical Applications Across Sectors
The DVCT’s modular design makes it especially useful for a variety of platforms and services operating in the skills and workforce domain. From HR departments and job portals to digital credentialing platforms and training providers, any actor involved in data contribution or reuse can benefit from a more transparent, auditable, and trusted data flow.
One early result from pilot projects revealed that training providers were able to secure continued support by demonstrating exactly how their data outputs had been used downstream. At the same time, the Tracker improved data quality and user engagement by motivating participants to optimize their data contributions—knowing they would be visible and valued.
Technical and Regulatory Readiness
From a compliance perspective, the DVCT is designed to complement evolving regulations such as the EU Data Act and GDPR. It does not process data itself—instead, it records where and how data is used. The legal obligations around data sharing are defined in contracts between service and data providers, often facilitated by Prometheus-X’s Vision Trust Catalogue. DVCT acts as a record-keeping and audit-support mechanism, ensuring traceability without compromising data sovereignty.
What’s Next?
Looking ahead, Prometheus-X plans to launch a public beta of the DVCT in 2025, alongside deeper integration within the Prometheus-X ecosystem. This includes connecting the Tracker to service chains, enabling seamless cooperation between multiple building blocks, and supporting broader EU skills initiatives.
